On 17 October, the new Memorandum of Understanding for bilateral cooperation between Flanders and Vietnam was signed in Brussels. The decision to negotiate a new MoU was taken in May 2018 during the trade mission to Vietnam by Minister-president Bourgeois.
The MoU was signed by Julie Bynens, secretary general of the Flanders Department of Foreign Affairs, and Bui Thanh Son, deputy minister of Foreign Affairs of Vietnam. Minister-president Bourgeois and Prime Minister Nguyễn Xuân Phúc were present at the signing.
This MoU is a renewal of the MoU signed in 2013 and offers a broad framework for Flemish-Vietnamese cooperation in the areas of trade and investment, agriculture and the environment, transport and mobility, science and innovation, and education. .
